STARTING THE PROCESS

We determine which approval pathway is right for your project

When seeking to undertake your development, your first step is to get in touch with CIVAC’s experts. We can meet with you to discuss your plan, and understand what you’re looking to achieve. We’ll then identify the specific requirements to bring your project to life, and outline how we’ll help you achieve them.

Depending on the size and nature of your project, you’ll need to apply for either a Complying Development Certificate or a Development Application.

Complying Development Certificate (CDC)
A CDC is an alternative approval process to a Development Approval and is typically available for smaller building projects, or non-structural renovations and fit-outs to an existing building. Rather than going through multiple steps, a CDC combines both planning and construction approval into one single approval. This assessment is then fast-tracked by your Accredited Private Certifier, and you can take occupation or begin construction on your new building sooner.

Development Approval
If your project doesn’t meet the criteria to apply for a CDC, you may need to lodge a Development Application instead. A DA is typically required for large-scale projects like new building construction, demolition and rebuild projects, substantial structural changes to existing premises, or even a change in business activities undertaken on your site.

Securing approval for your Development Application

Securing approval for your project begins by talking with us. We’ll take care of this application for you, and prepare all the necessary supporting documents that outline exactly what your new building or addition is designed to achieve, to ensure you achieve approval.

These can include:

Your Development Application Form and Checklist
Architectural plans & BASIX Certificate
Hydraulic engineering plans
Statement of Environmental Effects
Waste Management Plan
Any Subdivision plans
Preliminary Subdivision plan (if applying for subdivision as part of the consent)
Required reports, such as Arborist, Geotech, etc
Landscape Architectural Plan, if appropriate

APPLYING FOR A COMPLYING DEVELOPMENT CERTIFICATE

Fast-track your approval with a Complying Development Certificate

In many circumstances, your project can be approved and completed under a Complying Development Certificate (CDC). This means that building approval and construction approval can be obtained in the same application, and you can fast track it to construction.

To achieve this, your CIVAC Project Manager will help you gather the necessary supporting documentation to lodge your CDC, which includes:

A set of building plans and specifications
A site plan of your property
Elevations showing the side views of the proposed works. This includes any cutting or
filling.
A list of building specifications, including building materials and construction methods
Any letters of consent for proposed works, like retaining walls
A complying Waste Management Plan
A complying Stormwater Management Plan (if required)
BASIX certificate

OTHER APPROVALS TO CONSIDER

We provide comprehensive building approval

Along with a Development Application or Complying Development Certificate, there are more specific approvals that your business may need before you can take occupation of your newly constructed or renovated space.

You may also be required to apply for:

Occupation Certificate. An Occupation Certificate is required before you can move in, and demonstrates that every element of your new development is up to code and complies with your approved plans.
Change of Use. If you’re planning a new commercial fit-out that’s changing the use of the building you’re moving into, Change of Use approval is required to ensure you’ve put the right measures in place to accommodate for different patronage capacities, design and fit-out needs, and neighbourhood zoning.
Fire Safety Approval. Does the new layout, construction, capacity, and fit-out all meet fire safety standards?
Approval for signage. As well as the internals, you’ll also need to apply for approval to install any large-scale external signs, particularly if they’re visible from nearby roadways.
