WHAT MAJOR APPROVALS WILL I NEED?

When seeking to create your commercial studio, your first step is to get in touch with CIVAC’s business experts. We can meet with you to discuss your commercial studio, understand what you’re looking to achieve, and how you want your business to operate. We’ll then identify the specific requirements to bring your retail business to life, and outline how we’ll help you achieve them.

Depending on the size and nature of your commercial, you’ll need to apply for either a Complying Development Certificate or a Development Application.

Complying Development Certificate (CDC)
A CDC is an alternative approval process to a Development Approval, and is typically available for smaller building projects, or non-structural renovations and fit-outs to an existing building. Rather than going through multiple steps, a CDC combines both planning and construction approval into one single approval. This assessment is then fast-tracked by your Accredited Private Certifier, and you can take occupation or begin construction on your new studio sooner.

Development Approval
If your business doesn’t meet the criteria to apply for a CDC, you may need to lodge a Development Application instead. A DA is typically required for large-scale projects like a new building construction, demolition and rebuild projects, substantial structural changes to an existing premises, or even a change in business activities undertaken on your site.

CHANGING THE USE OF YOUR BUILDING

One point that many people may not realise is that you can’t just occupy an existing building or vacant space. Whether your building has been vacant for some time, or you’re moving in directly after a previous tenant, one of the most important applications you may need is approval for a Change of Use.

If you’re taking occupation of a building that wasn’t previously a commercial studio, Change of Use approval is required to ensure you’ve put the right measures in place to accommodate for different patronage capacities, design and fit-out needs, signage, and neighborhood zoning.

Your business’ Change of Use application can be approved either through a Development Application to your local Council, or by acquiring a Complying Development Certificate from an Accredited Private Certifier.

MANAGING VEHICLES, PARKING, AND TRAFFIC

If all goes to plan, you may envisage a large volume of people attending your new commercial studio. So it’s crucial that your parking and traffic requirements are taken into consideration, too.

At CIVAC, we work with you to manage the size, shape, and flow of your car parking areas and determine how your commercial studio interacts with main roads. Is there adequate parking available? Is there going to be a problem with the current road layout, or is your studio going to interfere with traffic?

We also help you determine whether any change in traffic will impact the existing traffic flow of the location, or whether it interacts with the current road layout.

OTHER APPROVALS TO CONSIDER

Along with a Complying Development Certificate or Development Application, there are more specific approvals that a new commercial studio may need before you can start construction or take occupation.

You may also be required to apply for:

Construction Certificate. If you’re constructing a new commercial studio building, or making major additions or renovations to existing premises.
Occupation Certificate. An Occupation Certificate is required before you can move in, and demonstrates that every element of your new development is up to code and complies with your approved plans.
Fire Safety approval. Does the layout, construction, capacity, and fit-out all meet fire safety standards?
Noise levels. Depending on what your commercial studio space is for—such as a dance or music studio—you may generate a lot of noise. What levels of noise are expected, or allowed, in your area? What are the specified hours you can operate within?
Approval for signage. You’ll need to apply for approval to install any large-scale external signs, particularly if it’s visible from nearby roadways.
