Undertaking a basement development can take time, so the first step is to get in touch with us. After all, it’s more than just extending your home downwards—you’re making a large structural change that means specific requirements need to be met.

We help you plan out the steps to achieving your Development Approval, which legally allows you to undertake your basement construction and ensure you won’t run afoul of your local Council somewhere down the line.

When you contact us, you’ll begin working with a CIVAC Project Manager, who will help you understand the process going forward. You’ll be able to see exactly what’s required to make your basement come to life, and you can take comfort that you’ve got an experienced approvals partner managing the process for you.

Your experienced Project Manager will work with you to ensure you understand all the requirements, regulations, and legislation involved at every step of your approval. They’ll make it easy by managing the process for you from start to finish, and you get peace of mind that every element necessary for the construction of your new basement is taken care of.

This ensures you receive a timely issuing of your Construction Certificate, so you can start the process of installing your new basement sooner.

2. Step-by-Step Guidance as we get plans through approval

Once you’ve been assigned a Project Manager that’s right for your needs, and understand the rules and regulations surrounding the excavation and construction of your new basement, it’s time to get started preparing your application.

Your Project Manager will prepare all the necessary supporting documents for your proposal, and make it easy to achieve a Development Approval for your new project.

These can include:

Your Development Application form and checklist
Architectural plans & BASIX Certificate
Any hydraulic engineering plans
Statement of Environmental Effects
Waste Management Plan
Required reports, such as Arborist, Geotech, etc
Landscape Architectural Plan, if appropriate

Expert guidance to receive approval

Once your plans, reports, and certificates are all collated and ready to go, your Project Manager will lodge the Development Approval (DA) on your behalf.

If there’s anything that requires further attention at this stage, we’ll take care of it for you.

You’ll then be issued with a set of conditions that your basement needs to meet, in order for you to acquire a Construction Certificate. Your Project Manager will identify and address these conditions to ensure that your construction & engineering plans and specifications meet your local development regulations. We then lodge the paperwork so you can obtain your Construction Certificate.

Now, it’s time to get started—and you can start seeing the new level for your home come to life.

Why these conditions matter

Seeing that your basement construction project meets your Development Approval conditions ensures that you’re actually able to construct and build, and that it complies with the Building Code of Australia.

If not, you’ll be in direct violation of your local Council’s regulations. This means you’ll be slapped with a hefty fine, charged with penalties, and you may be required to undertake costly rectification work at your own expense—or you may not be able to continue at all.

The good news is that the conditions required to fulfil your Construction Certificate aren’t usually onerous—but they do require you and your construction team to take specific steps during your project. These can include:

Putting up signs on site that detail your Principal Certifying Authority
Ensuring that your construction work doesn’t affect your neighbours. This covers things like hours of work, on-site waste management, or controlling any run-off or erosion
Organising bonds to pay for any external damage, such as to Council footpaths or kerbs
You may even be required to pay development contributions that go towards local infrastructure
