This includes managing the building and construction phase. We take care of the project management of your project from start to finish, with experienced, comprehensive support to ensure your construction is completed with minimal roadblocks.

Your Construction Project Manager supports you by:

Liaising with your builder on-site to ensure your project is delivered on time and on budget
Ensuring that all the documentation necessary for obtaining your Occupation Certificate is collected during the construction phase, and are correctly prepared for the Principal
Certifying Authority at the end stage
Ensuring that all Council permits required during construction are applied for and obtained within a timely manner
Ensuring any reports required either during or at the end of the construction are obtained

ACHIEVING BUILDING APPROVAL

We help you obtain Approval to Build

The first step is to ensure you obtain a Complying Development Certificate or Development Approval so that you can undertake your project in the first place.

Our team works together with you to help manage and collect all the plans, reports, and certificates that help inform your CDC or DA. Once received, your Project Manager will go ahead and lodge them for you. They’ll manage this process, too, and take care of any further inquiries or requests that come back from the Council or Accredited Private Certifier.

At this point, if you lodged a CDC, you’ll then be issued with your Certificate, and your Project Manager will work with your Private Certifier to obtain a Notice to Commence.

Alternatively, once your Development Application is approved, you’ll then be issued with a series of conditions that your single or double-storey project needs to meet. Our in-house Town Planners will work with your Project Manager to identify and address these conditions and demonstrate that your construction and engineering plans will fulfil them. Once these are approved, we then lodge your paperwork so that you can get your Construction Certificate.

Now it’s time to build, and you can see your new home come to life.

Once you choose your Construction team, it’s time to get started.

STARTING THE PROCESS

We start your project off on the right foot

At CIVAC our goal is to ensure your project is completed smoothly and efficiently.

So our Project Manager and Construction team will meet with you to discuss your project. We’ll talk through your project idea, going over all the plans and approvals you’ve received, flag any potential issues that we see, and then help map out a timeline that will see your project come to life.

At this stage, the main goal is to ensure that we’ve got a thorough plan before moving into the construction phase. This ensures all the necessary conditions of your project are taken into account, that every approval and special requirement is managed, and that there are no adverse impacts to the environment and the surrounding community.

BUILDING EXECUTION

Managing your building conditions

There are some strict approval conditions that your Development Approval must meet in order that it complies with the Building Code of Australia. If not, you’ll be in direct violation of your local Council’s regulations. This means you’ll be slapped with a hefty fine, charged with penalties, and you may be required to undertake costly rectification work at your own expense.

The good news is that the conditions required to fulfil your Construction Certificate aren’t usually onerous—but they do require you and your construction team to take specific steps during your project. These can include:
Putting up signs on site that detail your Principal Certifying Authority
Ensuring that your construction work doesn’t affect your neighbours. This covers things like hours of work, on-site waste management, or controlling any run-off or erosion
Organising bonds to pay for any external damage, such as to Council footpaths or kerbs
You may even be required to pay development contributions that go towards local infrastructure

But there’s no need to worry. While these conditions may sound like a lot, your CIVAC team takes care of it all for you.

FAQ'S

Got questions about your building construction? We’ve got answers.

A building approval through either a Development Application to Council (DA) or a Complying Development Certificate (CDC) application to a Private Certifier is required prior to any construction work commencing.

A building approval means that the proposed development complies with local and state planning controls.

Whilst a Complying Development Certificate combines both planning and construction approval; a Development Application once approved will require an application for a Construction Certificate (CC).

Building without planning permission is a violation of the Environmental Planning and Assessment Act 1979 (EP&A).

If you build without permission, you will receive an Intention to Give an Order from your local Council. This can lead to forced demolition of the illegal works, hefty fines and legal action.

An application for a Building Information Certificate is made to the local Council in response to their Intention to Give an Order.

The length of approval time is dependent upon the nature of the illegal works and Council’s position in relation to the works.

Generally, a Building Information Certificate can be issued within 4-6 weeks.

Once your Development Application has been submitted to Council, they will require a minimum of (4) four weeks to process the application through their administrative channels and assign the application to an assessing officer.

Depending on factors such as a pre-approval site inspection and requests for additional information, it can approximately a further four to six weeks for a determination to be received.
