Hotels can be exciting venues to run. But with so many patrons coming and going, there are a lot of decisions to be made. And, given the traffic and size of your venue, there are also a lot of Council approvals that you need to acquire.

As defined in the Standard Instrument – Principal Local Environmental Plan, a hotel or motel provides a space where temporary or short-stay accommodation is supplied on a commercial basis. You can offer self-contained suites, serviced rooms, and provide meals to both your customers and the general public.

With this in mind, there are many different approvals you’ll need to obtain before you even start the planning process.

WHAT MAJOR APPROVALS WILL I NEED?

Hotels require a lot of planning and forethought in order to come to life. And without the right support, this can be a challenge.

So at CIVAC, our goal is to help you obtain these approvals quickly and efficiently. Depending on the size of your hotel development, you’ll need to apply for either a Complying Development Certificate or a Development Application.

Complying Development Certificate (CDC)
A CDC is an alternative approval process to a Development Approval, and is typically available for smaller hotel building projects, or non-structural renovations and fit-outs to existing premises. Rather than going through multiple steps, a CDC combines both planning and construction approval into one development. This assessment is then fast-tracked by your Accredited Private Certifier, and you can take occupation or begin construction sooner.

Development Approval
If your hotel doesn’t meet the criteria to apply for a CDC, you may need to lodge for Development Approval instead. A DA is typically required for large-scale projects like new hotel builds, demolition and rebuild of existing premises, substantial structural changes to an existing building, or when you need to change the business activities in your current building to make way for a hotel.

OTHER APPROVALS TO CONSIDER

Along with a Development Application or Complying Development Certificate, there are more specific approvals that your hotel may need before you can start bringing your business to life

You may also be required to apply for:

Construction Certificate. If you’re constructing a new building for your hotel, or making major additions or renovations to an existing premises.
Occupation Certificate. An Occupation Certificate is required before the new occupant can move in, and demonstrates that every element of your new hotel is up to code and complies with your approved plans.
Approval for signage. You’ll need to apply for approval to install any large-scale external signs, particularly if they’re visible from nearby roadways, or illuminated.
Landscaping certificate. If external areas of your venue feature gardening or green spaces, you may be required to apply for landscaping approval.
Heritage Listing. If you’re moving into a Heritage Listed building, you’ll need specific approvals to make changes to the building

BRINGING YOUR HOTEL TO LIFE

As well as providing short-stay accommodation to a wide range of patrons, and the extensive structural changes to the property, large-scale renovations, additions, or extensions that come with that, the next biggest decision you need to make will typically focus on how your hotel will operate.

To get the right personality and charm of your hotel venue, you’ll need to consider:

Food service. What type of food will your hotel serve? Will you offer takeaway? There are strict food safety regulations that restaurants must comply with.
Liquor licensing. As a hotel, there’s a high chance that you’re planning to serve alcohol on your premises—so you’ll need to apply for the right approvals first.
Noise levels. Hotels can be noisy, so be sure to check specific noise levels that are expected or allowed in your area, and the specified hours within which they must fall.
Fire Safety approval. Does the layout, construction, capacity, and fitout all meet fire safety standards?
Parking and traffic. You also need to consider parking. How much will be available, where is it located, and how will it affect local traffic?

WHAT ABOUT BOARDING HOUSES?

While they perform a similar function, a Boarding House actually has a different, yet specific, definition of what it delivers.

As per the Standard Instrument – Principal Local Environmental Plan a Boarding House features wholly or partially let lodgings that lodgers can reside in for three or more months, with a mix of either private or shared facilities. So it’s not classified as a hotel, and may require a different set of approvals.

So if you’re trying to determine whether your premises will be a Boarding House or Hotel, CIVAC should be your first port of call. We can help you understand each specific premises requirements under the Environmental Planning and Assessment Act 1979, and work with you to plan for and acquire the approvals you need that enable you to create the specific venue that you’re after.
