Building your double or single storey home is more involved than just purchasing the land and creating the designs. After all, there’s a lot that goes into the construction—so you need to acquire a building application first. Depending on the size, any new single or double storey building requires either a Development Application or Complying Development Certificate in order to make it 100% achievable. This ensures that you get the green light from your local council, confirms that all developmental risks are managed, and that construction of your new home isn’t going to impact the surrounding environment or suburb.

When you work with us, your CIVAC Project Manager starts the entire process for you. They run you through your application step by step, so you understand all the necessary approvals and certificates required to begin building your new home.

At CIVAC, our goal is to make it easy for you to manage your application for a new single or double storey home.

Our experienced Project Managers partner with you throughout the duration of your project, to undertake all the paperwork on your behalf. We help you understand all the requirements, regulations, and legislation involved at every step. We’ll manage the process for you from start to finish, and ensure a timely issuing of your Construction Certificate, so you can start building your new home quicker.

HOW WE WORK WITH YOU

Comprehensive planning

Our expert Project Management team will discuss the rules and regulations surrounding construction of a double or single storey home.

We then prepare all the necessary supporting documents that outline your building proposal, which can include:

Your Development Application or Complying Development Certificate Form and Checklist
A complete set of dimensioned Construction Certificate Architectural Plans,
including any additions required by Council, to be approved as part of the Construction Certificate for use during construction
BASIX Certificate
Hydraulic engineering plans
Statement of Environmental Effects
Waste Management Plan
Preliminary Subdivision plan (if applying for subdivision as part of the consent)
Required reports, such as Arborist, Geotech, etc
Landscape Architectural Plan

HOW WE WORK WITH YOU

Approval to build

Once we’ve collected all the plans, reports, and certificates that help inform your Complying Development Certificate or Development Approval, your Project Manager will go ahead and lodge them for you. They’ll manage this process, too, and take care of any further inquiries or requests that come back from the Council.

At this point, if you lodged a CDC, you’ll then be issued with your Certificate, and your Project Manager will work with a Private Certifier to obtain a Notice to Commence.

Alternatively, once your Development Application is approved, you’ll then be issued with a series of conditions that your single or double storey project needs to meet. Our in-house Town Planners will work with your Project Manager to identify and address these conditions, and demonstrate that your construction and engineering plans will fulfill them. Once these are approved we then lodge your paperwork, so you can get your Construction Certificate.

Now it’s time to build, and you can see your new home come to life.

READING THE FINE PRINT

Why these conditions matter

Seeing that your double or single storey home construction project meets your Development Approval conditions ensures that you’re actually able to build, and that it complies with the Building Code of Australia.

If not, you’ll be in direct violation of your local Council’s regulations. This means you’ll be slapped with a hefty fine, charged with penalities, and you may be required to undertake costly rectification work at your own expense.

The good news is that the conditions required to fulfill your Construction Certificate aren’t usually onerous—but they do require you and your construction team to take specific steps during your project. These can include:

Putting up signs on site that detail your Principal Certifying Authority
Ensuring that your construction work doesn’t affect your neighbours. This covers things like hours of work, on-site waste management, or controlling any run-off or erosion
Organising bonds to pay for any external damage, such as to Council footpaths or kerbs
You may even be required to pay development contributions that go towards local infrastructure

But there’s no need to worry. While these conditions may sound like a lot, your CIVAC team takes care of it all for you.
